Gambling and betting activities in India are regulated at the state level, meaning each state has the authority to frame laws regarding gambling within its jurisdiction. The Public Gambling Act of 1968 prohibits operating or managing public gambling establishments. Violating these laws may result in fines, imprisonment, or both. Unauthorized visits to gambling establishments are also punishable. Penalties include fines up to Rs.100 and imprisonment in certain cases.
Indian law broadly classifies games into two categories: games of skill and games of chance. The Supreme Court of India recognizes that Rummy requires substantial skill as players must memorize sequences, track cards, and plan their moves strategically. Pure chance games such as ‘Flush’ and ‘Brag’ rely entirely on probability. This distinction is essential for legal compliance.
Online gambling laws vary by state. The Bombay Wager Act prohibits unauthorized online betting. Only Goa, Daman, and Sikkim currently permit licensed casinos. Sikkim hosts Casino Sikkim and Casino Mah-Jongg. Goa has six land-based and four floating casinos on the Mandovi River, including Casino Deltin Royale, Deltin Jaqk, Casino Pride, and Pride II. Corporate groups manage these casinos under government regulation.
Daman and Diu allow casinos only in five-star hotels or offshore vessels with prior approval. Recently, Deltin Group launched the first land-based casino in Daman. Emerging locations such as Visakhapatnam are being considered for future casinos. Online gambling violations may result in fines of up to ₹10,000 per day.
